Samoa issues a complimentary visitor entry permit on arrival to most travellers, including Vanuatu nationals, typically for up to 60 days. Have your onward ticket, accommodation and funds ready, and the permit is stamped at the airport.

The entry permit can usually be extended in-country for longer stays through Samoa's immigration office.
