Jordan issues visas on arrival to Vanuatu nationals at its airports and main land borders (note the Aqaba/ASEZ free-zone has its own free-visa rules). For most tourists the smart move is to buy the official Jordan Pass online before travel: it waives the tourist-visa fee and bundles entry to Petra and many other sites, provided you stay at least three nights.
